The City of Buhler is a third class city under Kansas statute and is governed under a Mayor-Council form of government. The Mayor and Council Members comprise the "Governing Body" and are elected at-large with the Mayor being the chief administrative official. Each elected official holds a four year term. The Council is comprised of five members. The Mayor presides over the council meetings but has limited voting rights (mainly actions involving a split vote). All substantial city decisions and most fiscal decisions are traditionally decided at the council level. Every odd year (eg 2011, 2013) local elections decide the seats of either three council members or two council members and the Mayor. The Governing Body regularly meets on the last Tuesday of each Month.
A citizen's forum is normally scheduled at each meeting where any citizen of Buhler has the opportunity to address the council on generally any matter. However, the Mayor requests any matter potentially needing official action or further research be presented to him prior to the meeting. It's also important to note that although the council meetings are open to the public, other than the citizen forum, the meetings are not public hearings and public comment is only permitted when officially requested or scheduled.
